2026 St. Petersburg First-Time Buyer Programs & Down Payment Assistance

Checked August 30, 2026. First-time buyers in St. Petersburg may have access to city, county, Housing Finance Authority and Florida Housing programs that help with down payment or closing costs. Eligibility depends on the property address, household income, first-mortgage program, buyer contribution, homebuyer education, lender participation and available funding.

The first question is jurisdiction. A home inside St. Petersburg city limits may be considered for the City of St. Petersburg program. Pinellas County’s Community Development assistance generally applies to unincorporated Pinellas and eligible service areas, while the Housing Finance Authority of Pinellas County and Florida Housing operate separate first-mortgage and second-mortgage programs. Published terms and funding can change, so verify the current rules before making an offer.

Start with the property address

Down payment assistance is often tied to a city boundary, county service area or census tract. Two homes a short distance apart may qualify for different programs.

A useful first step is a first-time homebuyer mortgage plan that compares your budget, cash to close, projected payment and eligible assistance.

1. City of St. Petersburg purchase assistance

The City offers assistance for eligible first-time buyers purchasing a new or existing single-family home, condominium, townhome or cooperative apartment within the City’s municipal boundaries. The assistance is structured as a 0% secondary mortgage, not simply as cash paid to the buyer.

The City’s page currently publishes assistance equal to 20% of the sales price plus up to $5,000 for closing costs, with a maximum of $75,000. It also lists a maximum purchase price of $544,233, a buyer contribution equal to 1% of the sales price, HUD-approved homebuyer education, a licensed home inspection and an affordable primary mortgage. These figures are published terms checked August 30, 2026 and should be reconfirmed before application.

Repayment and forgiveness vary by income level and property location. The City states that loans for buyers at or below 80% of area median income may be forgiven after 10 years of continued occupancy. Different terms apply to some income levels and to homes in the South St. Petersburg Community Redevelopment Area, commonly called the South St. Pete CRA.

Funding status requires special care. The City says SHIP purchase-assistance funds are limited and that applications may be restricted outside the South St. Pete CRA. The same page also describes a reopening process and states that CRA-funded purchase assistance has different availability. Ask the City or the participating lender which funding source, income band and property location apply before relying on this program.

The City’s process requires the lender to submit the application on the homebuyer’s behalf. Confirm that your lender can participate in the applicable program.

2. Pinellas County Housing Finance Authority Home Key

The Housing Finance Authority of Pinellas County offers a first-time homebuyer program in Pinellas, Pasco and Polk counties. The Pinellas page is effective August 4, 2026.

The program may be available to buyers who have never owned a home, have not owned and occupied a primary residence during the prior three years, or are veterans, subject to the program’s complete requirements. It pairs an eligible first mortgage with the Home Key Plus second mortgage.

  • Published Pinellas assistance is $10,000.
  • The assistance is a 0%, deferred, non-amortizing second mortgage.
  • It is generally repayable when the borrower sells, refinances, satisfies the first mortgage, rents the property or stops occupying it as a primary residence.
  • The published minimum FICO score is 660.
  • Homebuyer education and an HFA-approved lender are required.

Income and purchase-price limits vary by county, loan type and target-area status. Some census tracts receive different treatment, so verify the property address and current limits before depending on the program.

This HFA program is separate from Pinellas County Community Development assistance. Similar terminology, such as “second mortgage,” does not mean the programs have identical rules or can automatically be combined.

3. Pinellas County Community Development assistance

Pinellas County’s Community Development Down Payment Assistance Program reopened December 1, 2025, and its published terms were updated August 1, 2026. It provides assistance for eligible buyers purchasing a primary residence in unincorporated Pinellas or a listed eligible service area.

The County currently describes an interest-free, deferred loan of up to $75,000 for qualifying applicants. Its published requirements include household-income eligibility, a $50,000 liquid-asset limit, a purchase price of $394,000 or less, approved homebuyer education and counseling, and a required property inspection.

For the low-income category shown on the County page, the published maximum award is $75,000 and the loan is fully forgiven after 30 years of continued compliance. Selling before the end of the term can require repayment. Review the current underwriting guidelines for the complete rules.

Do not assume a St. Petersburg address qualifies. Pinellas County identifies St. Petersburg, Clearwater and Largo as cities with their own down payment assistance programs. Verify the exact address and service area with the County and the lender. The lender submits the application for an eligible buyer.

4. Florida Housing programs

Florida Housing Finance Corporation offers 30-year fixed-rate first mortgages through approved participating lenders. Its Homebuyer Program generally requires a minimum 640 credit score, approved homebuyer education, county income and purchase-price compliance, and the IRS first-time homebuyer definition. That definition generally focuses on whether the buyer owned and occupied a primary residence during the three years before purchase.

Florida Housing down payment assistance is used with an eligible Florida Housing first mortgage, not as stand-alone assistance. Published options include:

  • Florida Assist: up to $10,000 as a 0%, non-amortizing deferred second mortgage. It is not forgivable and can become due after events such as sale, refinance, transfer, payoff of the first mortgage or leaving the home as a primary residence.
  • Florida Homeownership Loan Program: $12,500 as a 3% fully amortizing second mortgage with a 30-year term. Its payment may affect debt-to-income calculations.
  • HFA Preferred and HFA Advantage PLUS: 3%, 4% or 5% of the first mortgage amount as a forgivable second mortgage with specified conventional first mortgages. Florida Housing states that forgiveness occurs at 20% per year over five years.

What about Hometown Heroes?

Florida Housing’s 2026 Hometown Heroes page describes assistance for eligible, income-qualified first-time buyers who work full-time for a Florida-based employer in covered occupations, as well as qualifying servicemembers and certain veterans. The page lists eligible categories such as health care, school staff, first responders, public safety or court employees and child care workers, subject to official definitions.

The published 2026 terms provide up to 5% of the total first mortgage amount, with a minimum of $10,000 and maximum of $35,000. The assistance is a 0%, non-amortizing, 30-year deferred second mortgage. It is not forgivable and is generally due after sale, refinance, transfer of deed or loss of primary-residence occupancy.

Funding is not guaranteed. Florida Housing announced on February 27, 2026 that the 2025-2026 allocation had committed all available funding. The current 2026 program page does not, by itself, establish that funds are available for every applicant. Check reservation status, income limits, occupation eligibility and lender participation immediately before relying on Hometown Heroes.

Can programs be combined?

Sometimes, but never assume assistance can be stacked. Each program may have rules about the first mortgage, borrower contribution, lien position, debt-to-income ratio, subordinate financing, funding source and repayment. Lender approval and available funds also matter.

First-time buyer checklist

  1. Set a payment range. Include principal, interest, taxes, insurance, mortgage insurance, HOA dues and any second-mortgage payment.
  2. Complete approved education early. Several programs require an approved class, and some also require one-on-one counseling.
  3. Get pre-approved. Your lender can identify first-mortgage options and documents needed for program review.
  4. Verify jurisdiction. Confirm whether the home is in St. Petersburg city limits, the South St. Pete CRA, unincorporated Pinellas or another eligible service area.
  5. Confirm current funding and lender participation. Programs can be limited, paused, reopened or changed.
  6. Read the second-mortgage documents. Deferred does not automatically mean forgiven.

Frequently asked questions

Do I have to be a first-time buyer?

Many programs use a three-year ownership-and-occupancy test rather than requiring that you have never owned any home. Veterans may receive different treatment under certain programs. Use the definition published by the specific program you are considering.

Is down payment assistance free money?

Not necessarily. Assistance may be forgivable over time, deferred until a future event or repaid through monthly payments. Review the note, mortgage and program documents before closing.

Does a St. Petersburg address qualify for Pinellas County DPA?

Do not assume so. Pinellas County identifies St. Petersburg as having its own program. Confirm the exact property address and service area with the administering agency and lender.
